All the atomic and ceramic diffusers operate with less than 40 psi, usually 30. The reactors usually use even less, 10-20 psi. So either regulator would work for you. I believe a reactor works best...

No will definitely need co2 at 60par, pressurized. You could run it at half of the max on the whites, that should put it around 30 par which should be fine without co2.
