I would buy an LED if I were you. I would keep it around 20-30 PAR or so if you are not planning on injecting CO2.

Just chop it somewhere along the stem and stick 'er in the dirt! It will grow some roots in a few days if everything else is right.

Don't waste your money on substrate unless you are going to have rooted plants.

If you only have java ferns and some najas grass or other floating plants, just dose Flourish instead of buying...
