In my experience it's best to run a ground from the reflector to the ballast, and from the ballast to a three prong plug in. Some people have done with out the ground, but I always fault on the safe...

If you plan on having both pairs of lights on it is definetly too much for no co2. You could use one pair of the lights (1.7 wpg) until you add co2... Just a thought.

That should work fine. There shouldn't be any issues with 2x ODNO on a 36" tube. I know that on a 48" tube at 2x you get about 50 watts per tube. I'm not sure what you'll end up with 2x on 36' bulbs...

A while back I pulled my 4x65 watt JBJ PC setup off of my 75 and put it on my 120. I battled with similar thoughts on my 75. After trying 2x and 4x I ended up settling on 2x and four 32 watt bulbs....

I've had some work without a ground and others not. So maybe that is the cause. As for how to fix it in an old house, if the outlet box itself is grounded you could use one of those 2 to 3 prong...
