A single T8 is iffy. Get a glass jar, put some dirt in it, add water so the water line's a bit lower than the substrate line, and plant the plants. Then place in a sunny spot.

Vast majority of plants are fine around 82. 84 may be a bit high for some species like moss, though I'm hardpressed to think of a fish that would need temps in the mid-80s as opposed to the low-80s

EI is more for high tech tanks with lots of light and CO2 (I assume you don't have the latter) and is difficult in a large tank due to the 50% weekly wc required. PPS would probably be better suited...
