Recommend a good HOB w/skimmer fucntion

Howdy Folks,

I am looking for suggestions for a good HOB filter that has a very effective surface skimming feature that it is proven to eliminate the build-up of surface scum!

There is no plan to dissolve O2 from within the reactor itself. I want there to be O2 bubbles misting the tank (at night).
