Hard water residue, maybe? Perhaps try rinsing it in vinegar and then plain water.

I clean my drop checker by soaking it in hydrogen peroxide. Works well.

Is this a T5HO fixture? If so, I suspect that is way too much light for a tank without co2. And 13 hours of light is too much. The plant aren't using it for that full duration, but the algae is.

I don't know of any way to kill it, sorry. I had it intertwined with HC in a nano tank once. I went in there every day with tweezers to remove any piece I could find, and eventually eliminated it...
