I've had flower stems get as long as a couple...

I've had flower stems get as long as a couple feet, they end up wrapping around the perimeter of the tank at the water surface.

Don't be surprised if it suddenly dies back to nothing, mine does...

Time for more research. :) I run LEDs over my 18" deep reef tank and they work great, and I know people running them successfully over deeper tanks.

Why would that be hard to believe? 1200 lumens / 16 W = 75 lumens per watt, this is typical of numbers you see all over the place for LEDs.

A typical 13W spiral 6500K does about 900 lumens, and a good 8W LED should do something close (maybe 700-800 lumens). But the LEDs will probably be able to concentrate more of their output light...

I find it totally varies from store to store, for both Petco and PetSmart. The Petco near me is managed by a fish geek, so everything in the aquarium section always looks great and is well stocked.
