What's the cheapest light (if you don't care about watt usage)

If the price of the light + the cost of running it (changing bulbs for example) is the criteria. What kind of light would you buy? (most par for your dollar :) )

But a par meter would also come in handy to check whar par you get for your watts

You can wire 3 LED in serial, so they draw 12v*3 = 36V and you do this twice, but then you wire these two "strings" in parallel. So they still draw...
