I just built a 10" one for a 30 Gallon with a Penn Plax Cascade 500 (~115 GPH). It is working great, don't see CO2 bubbles getting more than a couple inches down in the reactor.

If you plan on having both pairs of lights on it is definetly too much for no co2. You could use one pair of the lights (1.7 wpg) until you add co2... Just a thought.
