It supports the glass and prevents the sealant from separating. You can probably get away with derimming a 10gal but I wouldnt risk it with a 20H, especially if you fill it to the top

Without knowing water conditions, one can only guess if they are within parameters. However, I would consider having a betta in with shrimp would automatically eliminate the "ideal" status.
