it would depend on the type of setup to be honest, if it was a bare tank then you would be able to keep a group of 6, but if it is planted I would only keep a breeding pair in there.

I would check any remaining tetras for signs of neon tetra disease, the whitening you mentioned is a symptom, Rams can catch it.

It looks like a species of crinum the leaves look a bit too fleshy to be vals or a sag to me but that might just be the picture.

with your water change routine it will take at least that long to get them to full grown, you would need to do 3x weekly water...

mainly because adding a co2 setup is no where near as much trouble as setting up a good substrate.
