why not just get a current led+ with a dimmer and be done with it? Its pretty much gives you high enough light to grow anything at that depth of a tank.

Current LED+ will give you low-med light and has awesome features. The Finnex Planted+ will also but will lean more towards the med end. I myself run the current led+ in my low tech 55gallon tank.
