I'm not sure about the permeate pump, but i do live in an area with liquid rock water. Tap water measured at a GH of 13. I'll have to test KH when I get home.

Honestly i think the best way for temp fix is amano shrimp. my tank ad quite a few strands of thread algae. Added one amano shrimp and it was gone in 2 hrs. You would still need to find a fix for it....
