Dirt with a sand cap to keep substrate costs down and put the money towards some CO2. I would fill this tank with anubias attached to some bigger driftwood pieces.

I would say that it depends on how long the tank was sitting "without" water in it. If they emptied it before you got there, I think you could probably make it work with the bacteria in the canister....

+1 on the congos. I kept a small group in my 40 breeder and have also seen some 6 foot tanks with larger schools. Proportionally they are a greater size for the 180.

I'd suggest outflow. I imagine that CO2 could build up in the filter if you put it on the intake side. Some people think you get better diffusion when putting it on the intake but it worries me.
