Most latex (water based) paints now a days are low VOC. I doubt your dead shrimp had anything to do with the fresh paint. If your worried do a few daily water changes.

My 10lb will last a bit over a year on my 55g. It all depends on how efficient your method of diffusing co2 is. I use a DIY inline co2 reactor (Rex Grigg style). Works real well.
