I got a couple of fluorescent bulbs -- I believe 11W or so each -- at Walmart in their aquarium section. They seem to work well, though I've had to limit my lighting hours to prevent algae....

You could try anubias, specially if you have taller plants in the background. They aren't too expensive -- if you buy online -- and are very hardy and pretty.
