Perhaps Crypt Parva? Without a rich substrate, no co2 and low light, it grows quite slowly, IME. Anubias are also a great choice.

Actual stem plants like swords tend to be fairly fast growing.

No such thing as an easy carpet, unfortunately. DHG can live in a low tech low light tank, and grows super slow, but you'll literally need to plant the entire carpet by hand, because it won't spread...
