You should be able to keep the neons if you want. Again it depends on the particular betta. It helps that the other fish have been established "first" if you do end up trying to add one.

I really enjoyed breeding blue ramshorn snails. Very easy, just feed them anything. Maybe not so easy if you have overly soft water. Cat probably won't be too interested in snails too.
