Well, when I stopped by today and chewed on the leaf there was no spicyness. Persicaria Hydropiperoides, You're right Peyton.

I don't see why it wouldn't sprout and grow in submerged form.
You could always sprout it in a wet paper towl first and plant the seedling if you had doubts about it germinating underwater.

Got a few stems of this with a tank I picked up from a friend, but he doesn't remember what it is..
