This could be. When you upgraded your filter did you just completely swap them out, or did you leave both running to allow a bacteria colony to form in the new one.

How long have your fishies been in the tank and how long have they been less active? Also, what kind of flow do you have in the tank? If there is too much flow sometimes fish will head to one side...

What kind of algae is it? Ramshorn or Nerites will eat most algae. The Nerites won't reproduce either.

Ya, obviously it can't be used on more sensitive plants, but a bleach dip is more common than you may think. Amazon Swords handle bleach dips just fine.
