Check the rating on the fixture to be sure. I use 2 23 watt CFL's in a cheap petsmart hood over my 10 gallon. No issues at this point and it's been a couple of months.

Yes, I would move the Betta into the 5.5 to give it more room. IMHO, bettas shouldn't be kept in anything less than 5 gallons.
