Correct, once carbon in no longer active it becomes a biological filter, but it will never leech back into the water column. it's a great myth that I am sure was created by the Carbon filter...

It depends, but 74 to 78 degrees seem to work

It's an easy test, put some of that sand on a bowl with distilled water, wait a couple of days and test you KH and GH
