You can skip the water and go full strength...

You can skip the water and go full strength bleach. It will speed up regeneration. Just rinse it out really well.

Two small slow growing plants like anubias wont make much of a difference. I even doubt dosing is required. Do you have all those fish and turtles etc in a 30g tank?

Thanks! My lfs sold them as amano shrimps. They have since passed on and have been replaced with cherry shrimp. I did not have an problems with them in the tank other than their short life span.
