The 2026 is a lot for a 17 gallon, but you can control the flow. I'd be tempted to use it and throttle the flow way down.

I don't think that Aqueon will grow low light plants on a 29. I've got one on a 30g, which is not as deep as a 29, and the plants aren't very happy.
