nothing breaks down nitrates so those will build up. The only way to decrease nitrates is with plants or with water changes. I change about 50% of my water once a week.

Lights can be a huge PITA because their is soo much variation on the amount of light they can produce. I would just raise your lighting up 8 inches and give the tank a lot of time to stabilize again....
