I have never seen that used as a substrate... Portland has just about any of the pool filter sands and black blasting grit, which is what I bought for 10 bucks for 100 lbs.

Perfectly normal. I believe it is a bacteria bloom. It will pass. I haven't seen a piece of wood not go through the white slime stage.
