I would definitely do this on a flat surface before mounting, and be real careful if you use a skilsaw, it's really easy to bind cutting openings like that and get a kickback.

All this can be done w/ just a saw, a drill/screw gun, wood glue, and screws.
I use gold coated screws, tightbond III glue(water resistant) and make sure to predrill/counter sink for screws.
