Without any organics to feed the nitrogen process it's hard to say. Try adding some ammonia and see if it disappears within 24 hours....

The PH is fine. If you have very few plants you could get away using 1/3 of EI for now. However, I haven't seen any evidence that dosing EI at full strength in a sparsely planted tank causes issues....

Dosing micro and macros on the same day is fine. I've done it back to back without problems so a 12 hour difference will certainly be okay.

The full EI doses are for high light and CO2 injection....
