Over time they pick up their rates of growth, generally after 2-4 months, maybe 6 months, they fully adapt to the tank and start growing pretty well.

Not good plants for the impatient.

I think under normal diluted concentrations in your tank, little of PO4 and iron are going to react. Even if they do, it's going somewhere, and the amount is small.

So it's like dosing say 3 ppm...

It grows like a serious weed in my tanks, I sell a stuff med flat rate box once a month. Maybe 40-50 plant's worth.

CO2 and current are good though and the light is fairly high...

I dose similar things, the dosing is not likely the issue, but if you add some DTPA to the iron CMS mix, it will not hurt.

Sounds more a CO2 related issues, lighting etc.
