I think you could, because plant use NO3, right? I am using the API master kit. When it's newly planted (2 week into fishless cycling), it read around 5ppm, so i think the test kit was fine.

It's kind of hard to find info of LEDs on plants , especially for those not advertised for aquarium. But I don't have budget for those 100+ lighting setup. The LED I bought from ebay for just $15...
