I find the best thing for this is just heavily planting them deep into the substrate. Obviously, having enough substrate really helps with this! Failing that, tying them to rocks/wood if appropriate...

If it's air-tight before you put it into the tank, it wont fill. Connect it to the input and whatever output you use (diffuser, etc) before submerging?
