Its harmless, it goes away by itself. I tried siphoning it off with a hose, it's a bit tough to get rid of. You can remove it and scrub it but it may come back.

I've kept rummynose, cardinals and harlequins together without a problem. Same with a friend of mine. I would replace the white skirts with 4 more rummy nose.

Should be okay if you keep up with water changes and keep nitrates down. Harlequins in my opinion are really easy to keep. Cardinals and rummy nose tetras are a bit harder but if you acclimate them...
