I would give them more time. Took about two weeks for my dwarf chain loaches to not hide constantly, as in I could not for the life of me find one. Now they are not skittish in the slightest.

How long have they been in the tank now? Can take some time for the fish to lose their shyness. The two you had allready there are following pack behaviour and just getting scared by all the new ones...

What fixed it for me was doubling the Excel dose, now almost up to triple.
