As a first step, yes, remove the gravel its on. But you will need to find the real cause of the BGA and address that. Look down a couple of threads for a lengthy discussion on BGA with Tom Barr.

I would go with the 15 high. Same footprint as the 10, but a very nice visual ratio, more room for tall plants, and 5 extra gallons to give you a bit more stability and a bit more fish load...

Plenty of people double the dose, so you will be fine with .25ml. I usually just measure how many drops from my dropper comes out to 1 ml (15 on my current dropper) and go from there.
