It might be bad. My bamboo shrimp spent about half his time looking for food on plant leaves and the bottom and he only lasted 6 weeks on me.

My Ludwigia does that too. I've always assumed its lack of light for the lower leaves. This is why I've lost interest in stem plants. Plants with long wavy leaves are more tolerant of my lighting...

If its just sitting on the bottom maybe it hasn't been able to get to the surface and fill its swim bladder with air. When I have fry that can't get to the top I turn off the filter for a few minutes...

The ammonia fish release is all the same so when people say some fish are better for cycling they mean they are cheap and hardy. If the fish you are using for cycling keep dying it won't work.

No, I have no idea how to build a slope beyond piling it up with my hand. That's why I said I was interested. I think planted slopes are sort of an undeveloped area of planted tanks.

Your nitrates are high enough to make me wonder if there is slow plant growth in the tank with the algae problem. Or at least slower plant growth than the tank you say is algae free.

I personally don't see what the big deal is about having plant leaves grow to the surface and spread out there. I don't think its ruining the appearance of my tanks.

Any fertilizer you buy which says it contains nitrogen will most likely be containing nitrates since that is a cheap...
