I will turn up the temp a slight bit. The house is pretty cold.

They problem is I have about 9 ruby tetras, one danio (should be moved soon), 6 guppies, and 4 (though I can, at most, find 3) otos.

So there is quite a bit of fish crap in there.

The places I had mold were the "dead spots", at the corner of a driftwood, or hiding behind a CO2 ladder. Are the mold growing in those areas?

I had that too, and it seemed like flow was the main concern. Once I rearranged my driftwood and moved the filter outflow to avoid any deadspots, that white moldy stuff was gone.
