The dwarf hairgrass was grown emersed. You can tell by the tips. Its possible that it is dwarf that was never trimmed. Mine grew to about 6 inches if I didn't trim it.

i would get a new test kit... its possible that yours is bad/out of date. also are you using a liquid kit or test strips? i would stay away from strips as they are terribly inaccurate
