Have to agree - the temperature is fine for Neos. Not high at all.

Get that GH up to 5-6 and bump the KH up a couple degrees if possible. Do it slowly so your remaining shrimp don't struggle....

Whether or not you use the included lighting depends upon the specs of that light. Could you tell us more about it?

For filtration - you'll, no matter what, want to make sure you use foam or mesh...

As frustrating as getting 10,000 opinions can be, I think it's worth it. Usually helps push me in the direction I should be leaning and forces me to think things through thoroughly.

But since you've had problems in the past, maybe this is a chance with a hardier strain of shrimp. You'll probably be able to breed...

What are your water parameters? As mentioned above, they're quite hardy, but it never hurts to check.

Careful what you wish for. Neos are prolific breeders and you'll soon have thousands.

You couldn't keep a few hundred shrimp in a 40gal tank. You could keep thousands.

I always think I've got a couple hundred in my 20gal tanks. End up netting them out to find a thousand plus.

Sometimes you can coat a piece of driftwood (a piece that floats, not a sinker) and float it at the top and fish will pick at it.

Could also use a feeding clip...

Sometimes if you attach it to something at the top of the tank, they'll go for it. Sometimes if you use a cheese grater and sprinkle it at the top...

It's a shame my phone wasn't in my pocket at the time. But... one too many mishaps in the past means I leave the phone AWAY from any tank I'm near.

Yep, planaria have triangular heads and range from white to pink to yellowish to tan. Mostly white, though.
