I think the ruffling has to do with lighting....

I think the ruffling has to do with lighting. Some of the older less ruffled leaves grew out when i had the tank in lower light, and the newest leaves appear a lot more ruffled with more light.

sorry, forgot to mention that the tank is cycled. i have had a betta in it for 5 months. just moved the betta out and rescaped. kept the same filter media and substrate and did a few water changes.
