I would say no to a outdoor small tank, unless you are referring to a pond.
The bigger the pond, the less the fluctuated temperature. You dont want you fish to stress out due to temperature...

If what I assumed was right, plant take up all ammonia available before N-bacteria do, then there would not be enough Nh3...
