If your light dose not have a dimmer you might try to suspend it from something or the ceiling so you can regulate how much gets to the tank. A minimum amount of plants will grow with only fish...

The WPG "rule" was invented when only T8 and T12 bulbs were available so it mostly works on them best. The T5 starts to get away from being acurate/w it and the LED is lost on WPG rule.

Four bulbs is overkill in freash water unless injected CO2 is in use.
The 24" height helps/w this but not so much...

Most of the growth in this picture was achieved by incandescent bulb light.
Under flourescent bulb(s) it grows ticker....

Adding more light will improve everything...but for algae as well. Don't forget that slow growth goes/w low light/tech. Using the full amount each dose sounds like a good move...

that are 12" above the sub is doomed to serious algae with any more than 6 hrs of light time.

I also get GSA on the leaves of most of the plants in there but like I said, no Excel.
