Yes discus jump when spooked and get spooked easily. They generally try to go down to escape but mine will hit the underside of my glass hood now and again.

tetras are in general pretty weak fish and usually get diseases first. Sounds like they are pretty much goners but you can try a hydrogen peroxide bath for them. to get rid of anything external.

How did you diagnose Chilodonella? That is not too common and would not give you fin rot symptoms. Treat as you would most external parasite. Salt or malachite green/formalin. KMnO4 would be good...
