If the BW supply is 15v, yes 12v will be a little dimmer.

The "Sunsetter controller" on ebay works the same and is cheaper. It's very similar to the Current Ramp Pro. It can be had for $50, or ~$30 as part of a bundle with one of the sellers led fixtures.

If you aren't careful, too much red and too many nutrients can turn your tank into an algae farm, planted or reef.

A Radion is overkill for a planted tank.
