I use 6500K Philips bulbs from Home Depot mixed with 8000K Aqueon bulbs.

I used two bags of MGOPM (8 dry quart bags) for my 55 gallon. That's a 48" x 13" footprint. That gave me about 1" of soil. I would suggest using two bags for a slightly thicker layer in your tank.

Unfortunately, you can't just change the bulb for lower power. That fixture will always try to drive 54w through whatever tube you put in it.
You could try covering or painting the reflectors...

No you cannot. The wattage is set by the ballast.
Why are you unhappy with the fixture? Remember more light is not always a good thing.
What size tank are you using? Are you using CO2?

With the Aqueon dual T5NO you can just place it on top on the glass.

With DIY CO2 it's a hard call. Are you going to switch to pressurized CO2 later? If so the Odyssea dual T5HO fixture could be OK.
Even with pressured CO2 you might be better off with lower light....

The 8000K bulbs it comes with are actually pretty good. I'm currently running a mix of 6500K, 8000K, 5500K. (I bought some 5500K and 6500K Philips bulbs from Home Depot.)
