Not that exact situation, but I ran a 24" beams work led on a 30" wide tank and it did not cut it. Sides of the tank would not grow anything except crypts which grew very tiny.

Honestly in building my moss wall I have used at least 10 bottles of super glue. Stick in on some moss, and right in the tank.
Look for ethyl cyanoacrylate as the ingredient.

Diatoms are natural in a new tank, and it is not worth fighting nature, you won't win.
