My tap water has very low Kh and Gh which I guess is good.So to bring up the Kh from say 1 deg to 4 degrees am I suppose to add Calcium carbonate?

Try using a little Crushed coral in your filter. This is the method I use to stabalize my planted tanks a bit. Don't use much, maybe a couple of tablespoons at first (to test)

I've heard that method is a good thing to do if you are introducing CO2 for the first time. I would also reccomend it.

You can also use baking soda to bring it down.

Calcium carbonate works as well as baking soda. If both GH and KH are low I'd add CaCO3 to get both up. CaCO3 will raise both an approximately equal amount. Once the GH is where you want (target 4 or so) then add baking soda if the KH is still a bit low (also target 4 or so).

CaCO3 is available in tablet form in drug or nutrition stores as a dietary supplement.
