Is this a good enough light for my tank?

I have a 20 gallon long and I plan on using tom barr's low tech method. Is this light good enough?

I already have it from another tank so I would rather use it than buy a new one. The bulbs are 18" long, 14W T5NO's and the tank is 30" long.

HI,
I had success with a ramp with 2 - 14 watts tubes on my 20H tank, similar with this one, growing cabombas, crypts, echinodorus.

Michel.
