I have a 40 breeder and would like medium light would rather be on the lower side than on the higher side would a 78 watt ho t5 fixture be to much or just right open to other suggestions aswell

I think it would put you into medium or even high light territory, depending on the height of the breeder (I'd imagine it'd be quite shallow).

Using just T8 bulbs would probably put you into low light.

the tank demisions are 36 inches long 18 inches wide and 16 inches tall any ligting suggestions to put me in the mid range

I also went the 40b route and look forward to seeing some light suggestions.
16 inches high with 2 to 3 inches of substrate will place the bottom at 14 to 13 inches.
