cleaning off plants?

Hey guys I'm wanting to clean up my plants as they've been covered with this crap as you can see in the picture. What's the best way to get it off as well as keep it from growing in the tank?

a proper balance of Co2, ferts, and light will stop it from growing back and you can easily bath this plants in your kitchen sink. What happened in THAT tank?

That has happened to me and I sure hope it never happens again! I pulled and replanted a bunch of stems and stirred up debris stuck to the plants. The water flow wasn't enough to knock it off and boom, loads of extremely ugly algae. I check plants a couple hours after messing around in the tank now and knock debris off plants and clean my foam prefilter if it gets gunky, even do another water change/vacuum the bottom of the tank if it is really messy.
