|diwu13||It'll degrade just because the entire slope isn't covered in HC yet. I don't think it'll matter if the flow is cut back or not|

Hm... I'd definitely raise the light now. Seems awfully close to the water :X. Will humidity damage that light at all?
Also, nice double decker with the 10 gallons :]. What's in that bottom tank?

Hm.. the issue with light height will come up again especially when the tank is filled. I'm pretty sure you don't want that costly of a light to be so close to your water line, unless you're planning to not fill the tank up all the way. Could you make a metal tube to support the light from? I've seen that in a lot of threads here, I can look up an image if you're not sure what I'm talking about. Since it's winter I guess it won't matter if the tank is more warm and humid. Probabily good for the plants.
As for the rocks leeching TDS. That's probabily going to happen if you didn't boil or do the bleach treatment. I know it won't matter for the plants but might be an issue when you're planning on introducing livestock. You can lower the TDS with frequent water changes though. That might be your only solution without having to take those rocks out and reclean them.
How large is the tank on bottom? Sounds like lots of stuff in there :]
